Marvin Elmer Phillips was born December 1, 1911 in Salt Lake City, Utah to Willis H. Phillips and Alice Sorenson Phillips.
He attended Granite High School and enjoyed gardening and traveling. He especially liked traveling with his wife Peggy, whom he married on August 11, 1937, in Salt Lake City, Utah.
